Vice-Chancellor Executive Committee – Meeting held on Tuesday 25 July 2000
Discussion at this meeting included:

Tuition Fees 2001
Further to discussion at the Council Finance Committee, the previous week, tuition fees for 2001 were considered, in anticipation of the Council meeting the following day.

In the event, Council passed the following resolutions:

THAT Council accept the Government’s offer to provide a Special Supplementary Grant for 2001 equivalent to 2.3 per cent of the public subsidy in return for the University holding its tuition and course related fees at 2000 levels.

THAT Council register with Government an analysis of any negative impact of such an arrangement on the University finances and request Government to consider increasing the rate of the Special Supplementary Grant so that it better reflects inflationary and other cost pressures on the University.

THAT Council encourage Government and TEAC to address the matter of University funding and its impact on the quality of higher education and research as a matter of urgency.

This means that University domestic tuition fees for 2001 will be the same for one EFTS as for this year, GST inclusive:

2 Business, Accountancy, Law $3,610

3 Science, (except for Physics and Astronomy, Chemistry, Plant and Microbial Sciences, Geological Sciences, Zoology), Computing, Fine Arts, Music, Theatre and Film Studies $3,810

4 Physics and Astronomy, Chemistry, Plant and Microbial Sciences, Speech and Language Therapy, Geological Sciences, Zoology $3,970

5 Engineering, Forestry $4,210

It is worth noting that the fees stabilisation exercise covers not only tuition fees but also course costs. Administration charges, examination fees, other fixed charges associated with a programme of study, material charges, costs of field trips and any compulsory purchase of equipment or books through the institution are all frozen for 2001.

IT Structure
Associate Professor Mike Dewe, Interim IT Director, was present to assist in a general discussion of the draft of the final report of the Planning and Implementation Committee on changes to IT structures, and the new IT Committee structure.

Fees Policy
The domestic tuition fees policy regarding payment, refunds, etc. for the 2001 Handbook/Calendar was adopted.

Education and Science Committee – Enquiry into Student Fees, Loans, Allowances and the Overall Resourcing of Tertiary Education
The final draft of the submission to the Education and Science Committee of Parliament was approved. The submission was also approved by the Council, the following day. Copies of both the TEAC and the Select Committee submissions are available on the web –

General Staff Contract
A recommendation, made by Union negotiators, to separate the General Staff collective contract negotiations from Job Evaluation issues had been accepted by the University’s negotiators. The collective contract would now be put to ratification by staff without the Job Evaluation elements. Both parties were still committed, however, to progressing agreement on the introduction of Job Evaluation for General Staff. The elements of Job Evaluation will continue to be discussed outside formal negotiations and, if eventually agreed by separate ratification, will then be inserted into the collective contract.

Reporting
The Council has adopted a new reporting system, and reports from Finance, Facilities Management and Human Resources will be received on a regular basis.

In addition, specific issues will be reported in relation to the Statement of Objectives reporting cycle, about which Council might receive reports at a particular time of the year, eg issues relating to Academic and Student Services, External Relations, Research, IT etc.

The first Finance, Human Resources and Capital Development reports were received, including an Environmental Initiatives report and a report from the Environmental and Resource Use Committee.

University of Canterbury Development Foundation
The report from the Vice-Chancellor Executive Committee, which had also been received by the Academic Board at its meeting earlier in the month, recommending the establishment of a University of Canterbury Foundation and the appointment of an Executive Director to the Foundation was approved.

Academic Proposals
The BSc (Hons) degree in Mathematics and Philosophy, the Introduction of three 100 level courses in Korean and the Limitation of Entry proposal for AMST 308 were all approved.

University Plan 2001
Further to discussion by the Academic Board on 19 April 2000 and by the Council at its Planning Day earlier in July, the University Plan 2001 was adopted.

Copies of the plan will be available on the web and will be distributed to all Departments by the Quality Assurance Facilitator, shortly.

A University Forum on research is to be held in Lecture Room E3 (School of Engineering) at 2.00 pm on Thursday, 17 August 2000.

The forum is an opportunity for all staff, post-doctoral fellows and postgraduate students to discuss several aspects of research and its conduct in the university. 


ERAU August/September Programme - 2000

The Teaching and Assessment Seminar Series (TASS) is a programme of 6 fortnightly 2-hour sessions in which lecturers consider practical issues in designing teaching and assessment to encourage quality student learning. 'Focus' Photo Competition
Supreme award $350 cash and other categories $150.

Both staff and students are invited to participate in this inaugural photo competition. Photos must be taken from 7 August  to 25 August (last two weeks of term and one week of holiday).   Entry costs $2 and closes 5.00 pm 1 September. Up to three entries per person. Photos should be in line with the theme of 'Life at Canterbury University.' Entry forms and more detailed information available at UCSA reception and see posters around the University. Good cash prizes and products will be on offer as prizes and some photos will even be selected to appear in UCSA and University publications.

Organisational Development - "An Introduction to the University"
The Organisational Development Section runs an Orientation module entitled "An Introduction to the University". New staff to the University are automatically enrolled onto this module but it can also be valuable to existing staff. The module is offered every month, numbers permitting.

The module is designed to give you an overview of the University and also give you the opportunity to meet significant members of staff such as the Vice Chancellor and The Registrar.

Fulbright Graduate Student Awards
Up to 12 awards are offered to outstanding NZ graduates who wish to undertake a master’s degree or PhD in the US or carry out research for a NZ postgraduate degree for a minimum of six months. Applicants must be NZ citizens.

The award offers US$15,000 towards tuition, living and other costs; return travel to the US; basic health and accident insurance up to US$50,000.

One Fulbright-Buddle Findlay Award in Law is available to law graduates for postgraduate study and research at a US university. The award is valued at NZ$40,000 plus return travel.

Canterprise Ltd is the commercial arm of the University of Canterbury. Canterprise handles commercial activities, including staff consulting, commercial research contracts, technology transfer and commercialisation of intellectual property. Canterprise will provide advice on the formulation of contracts, including costing, confidentiality arrangements, and intellectual property protection.
